What is Early Childhood Special Education (ECSE) in New Mexico?
New Mexico’s ECSE program, overseen by the Early Childhood Education & Care Department (ECECD), provides support for children ages 3 to 5 with developmental delays or disabilities under IDEA Part B-619. It works alongside the FIT Program serving ages 0 to 3 under IDEA Part C, to ensure families receive the right services at each stage.
How do I apply for ECSE?
Referral or ContactAnyone—parents, providers, or physicians—can refer a child. Contact your local school district special education office or email 619Coordinator@ececd.nm.gov for guidance.
Screening & EvaluationChildren turning 3 are evaluated to determine eligibility. The ECSE team conducts assessments in natural settings like preschool or home .
Eligibility DecisionBased on the evaluation, eligibility is determined under Part B-619 guidelines.
IEP MeetingIf eligible, you’ll attend an Individualized Education Program (IEP) meeting to outline services, goals, and placement—typically within a special education preschool or inclusive environment .
Service DeliveryServices (like speech, OT, special instruction) are delivered per the IEP in the least restrictive environment.
How long does it take to receive services?
Screening and evaluation typically occur shortly after your child turns 3, depending on district capacity. Once eligibility is determined, services can begin within weeks following the IEP meeting.
