What is the CalWORKs Child Care Program?
The CalWORKs Child Care Program provides subsidized child care services to current and former CalWORKs cash assistance recipients. The program supports families by offering financial assistance for child care while parents are employed or participating in county-approved Welfare-to-Work activities. Eligible children can receive care up to age 12, or up to age 21 for those with exceptional needs or severe disabilities. Child care is provided through three stages:
Stage One: Administered by county welfare departments, this stage begins when a family starts receiving CalWORKs cash aid. Services continue until the family's situation stabilizes or until funds are available for Stage Two.
Stage Two: Managed by the California Department of Social Services (CDSS) through contracts with Alternative Payment Programs (APPs). This stage serves families whose situations have stabilized or those transitioning off CalWORKs.
Stage Three: Also administered by CDSS, this stage provides services for former CalWORKs families after they have been off aid for 24 months and for families that receive lump-sum diversion services. Families remain in Stage Three until their income exceeds 85% of the state median income or until the children are over the eligibility age.
